I used these tires on my touring/cyclocross bikes for gravel rides and commuting. They looked sweet on the bike, and have an awesome looking tread pattern. These tires are best for riding on rough roads or gravel. They don't roll super fast on pavement though.
Mounted up fine, not too tight of a bead, but I had trouble getting these to run true. There was always a hop in the tire. Probably could have been the tubes I was using, but the best results were had soaping the bead and overinflating to about 120 PSI to seat the bead, then deflating to 80 PSI.
These Tires are tough, grippy, and robust. They would be better if they had a higher thread count (lighter casing) and a folding bead, but that would certainly be asking too much. For the price these tires are solid performers for urban riding. Get tan sidewalls for major style points...
Bottom Line Yes, I would recommend this to a friend

This is a pretty nice tire (I got the 35c), especially for the price. I've used Panaracer Paselas in 32c before and these compare quite favorably in ride quality, but aren't as good in build quality. They're cheap, and fairly light. The 35c actually measures a hair over 31c on my 20mm rims, so watch out for that. Rumor has it that the 45c actually measures closer to 40c. It looks good and feels good. I'm about 170 lbs and carry around 15 pounds of gear on my commuter bike, and I run these at 80psi with no complaints.
