The steel Cross Check frame rides like nothing else. Its also durable and affordable. Its really hard to beat this package. I've assemble this bike using recycled Shimano MTN hubs with 135mm spacing (it also accepts 130mm road wheels) and 23mm wide rims and 700x35 Clement X'plor tires -- a great recipe for comfy cruising. That said, I can ride it on the road rather fast for a couple of miles -- 18-20mph (with a tailwind, ha). It's a great utility bicycle for all types of riding -- no boundaries, no carbon fatique worry (though I do believe the carbon fatique and fragility concern is more needless worry then actual truth).
I used a Shimano Mountain/Deore XT triple and 9 speed rear (11-28) -- plenty of gear range. I probably could have gotten away with a double up front but there are times when I'm too fatiqued to climb and the granny gear is very useful.
As far as the Surley's energy return, I suspect I am not strong enough to flex my carbon fiber Cervelo to get the same feeling...overall, for me, the Surley was the right material,right rider scenario. I suppose this means if you put out tons of power the opposite maybe true for you -- you may hate this bike but seriously who buys this to hammer the pedals?
Like most my bicycles I used the top tube for sizing and it worked out.
Buy the frame-saver/rust inhibitor sooner rather then later because if you are like me you'll want to keep this a long time.
Lot's of fun building it up and modifying it -- currently I'm putting downtube shifters and a drop bar because I plan to keep riding it further (my longest trip probably nearing 50miles -- drop bars should add more hand postions for longer rides).
I've used cantilever brakes and for some reason (maybe it is the Surley chromoly fork? or maybe it is the flat bar brakes?) there is NO fork shudder when braking hard -- which is awesome. (Actually I bought TRPs cx8.4s for my Soma Double Cross because the fork shudder was unbearable coming down hills)
Lastly, I hate the Surley stickers. I get it the whole "on the edge" rag- tag, counter culture thing. Thankfully with a hair-dryer, a credit care, and some acetone or goo-gone you can quickly eliminate all those logos -- I really appreciate not clear coating the labels -- Thanks Surley!

One of the first frame manufacturers that came to mind was Surly. What I really like about Surly is: they have designed frames that can be built for about anything you want, they use CroMoly steel made in many sizes making it easier to get a good fit, the quality is consistant and priced right.
Long story short I chose the Cross-Check, because it has road bike qualities, and can be built for use on and off pavement. It has room to accommodate fatter tires for comfort. Also, if the client decided a single speed wasn't what they really wanted, they can add a derailleur and have multiple gears.
The end result is the client couldn't be more pleased with the build. I can't wait to use the Cross-Check again.

Welds are good quality and has plenty of clearance clarence.
