The Surly Lou was designed to be used with super wide rims including the Clown Shoe. Together with the Bud, the two were designed to work as a front and rear pair. The massive foot print and aggressive tread allow you to hit the gnarliest trails.
Surly Bud and Lou are still the king of fat tires. There are so many options now and many are getting as wide as Bud & Lou, but none are as aggressive or well designed. I've tried many and I always go back to Bud & Lou. If you aren't a weenie and worry about "rolling resisitance" (who does that with a fat bike anyway???) and you care more about a tire to conquer any and all terrain, then this is it. I've actually always thought they roll fine too if you have to get on some pavement. Best tires out there!
Excellent traction in deep sand and snow. If not using Surly rims, do not run tire pressure below 8 lbs. I ran 5 lbs air pressure, and tire stretched and bead would not stay on my "non Surly" 100 mm rim. Had to buy another Lou tire, as it was not honored under Surly warranty. Otherwise, at 8 lbs air pressure I love this tire, front and back. Jenson USA is great to work with.

I bought the Bud/Lou combination for use as winter tires. I ended up installing grip studs and discovered that some of the knobs on the Lou would blow out if you didn't have the stud perfectly centered and plumb. The knobs are nice and tall so they take studs well and the tire provides good traction. They were heavier than the stock 4.6 Ground Controls that came on my Fatboy. Overall I think the Lou is a good tire but it is quite expensive.
