There's a right way to connect a trailer and a wrong way. The only right way to mount a Surly Bill or Ted trailer to a 10x1mm solid axle is with a set of Surly Hitch Mount Nuts. They'll replace the standard locknuts. For Surly frames that already have eyelets drilled into the drop out like the Ogre or Troll, these nuts also include threaded stubs for direct mount.
