An excellent garment. I never knew I needed one until I bought one -- funny how that works.
It helps regulate temperature, keeping you warm on cold days and cool on warm days.
The whole thing weighs next to nothing and is easily packed or stashed in a jersey pocket if you get really, really hot.
Only downside? The fabric is so thin that it's delicate. I have quite a few "runs" in mine (they do not impact performance).
Bottom Line Yes, I would recommend this to a friend

I use these year round even on the hottest days and they regulate perfectly. Wicks the sweat away and keeps me cool or warm. I don't ride without one.
