THE SHIM TO GET
worked out perfectly. i purchased another shim from another site that was a major bummer because it didnt work because it was way to short. only went in about halfway of the stem. but this one worked out great!

By using this shim do I still need to use bearings for fork steerer?

BEST ANSWER: Yes, you still need to use bearings so that the steerer tube can move within the head tube of the bicycle frame. This 1" to 1 1/8" shim is simply so that you can affix a more modern 1 1/8" stem to a fork with a 1" steerer tube. It does not replace a bearing.
