Nothing is more annoying than loose gear on your touring rig. A lot of folks turn to bungee cords to hold bags to racks and to hold extra items in place, but bungee cords lack a distinct ability to cinch down to different sizes. Enter the Surly Junk Strap. It is essentially a very long toe strap that allows you to tie differently sized items down as tight as you want without fear of it working loose. They're great for flatbed racks as you can basically attach anything from a box to a bag by tying underneath the rack and over the whole bag. You will likely need at least two straps to properly secure a bag. Finally, you can easily shorten them with a pair of scissors if needed (be sure to melt the cut end to prevent frays).

Yea, a bit pricey - but does the job and then some. Many uses, not just for bikes. When 6 pack split with biking partner brings cost down. Strap it and forget it - never loosens - just did two long camping road trips - well worth it.
These are basically long straps that you can use to tie down items to the rack on your commuting, touring, or cargo bike. You can, for example, strap down a case of beer, a pizza, a box of doughnuts, and other things of that nature. Bungees, which are the alternative, are more affordable, but not quite as versatile.
I stuff them in my pannier for those 'just in case' times where I want to stop by and shop before heading home. I can also see them being very useful for tourists. For example, after washing your clothes, you can strap them to the rack to air dry while you ride; which is a much better option that stuffing them in a pannier.
